HOA Board Responsibilities
While there are specific duties of each Board member, as described below, the broader, more important responsibilities of the HOA Board are to:
- Develop & maintain a vision and goals for community
- Maintain the budget
- Encourage feedback from residents on how our community can improve
- Maintain the common areas
- Comply with our governing documents (Bylaws and CC&Rs)
- Ensure our property values are maintained or improved through the above actions
Some of these tasks can be a challenge as we are all neighbors and wish to maintain harmony. I encourage you to work with each other to resolve differences so the board can focus on the larger work at hand. Please reach out if we can be of assistance.
Roles of the Board
President
The main role of the HOA President is to oversee the majority of the decision-making process. Essentially, the final say comes down to the President.
Anyone who assumes the role must have the right qualifications to make those decisions. That means a working and in-depth knowledge of the regulations, bylaws, and operations of the association.
In meetings, the President acts as a foreperson. They call the meeting to order, discuss the agenda, allow for others to speak during the meeting, ask for votes, and more.
Vice President
The HOA Vice President’s responsibilities are the same as the President’s because the primary duty is to assume the role of the President when the President is unable to do so because of travel, for personal reasons, or otherwise.
Aside from acting on the President’s behalf, the Vice President might be responsible for various projects and oversee specific areas of the HOA’s operations. Thus the VP must be equally informed about the regulations and bylaws of the association in order to assist members of the community.
Secretary
The role of the HOA Secretary is to handle all of the documentation and record-keeping within the association. Since they are responsible for all official documentation, part of their function is to stay compliant with all legal requirements. This includes submitting any forms before deadlines.
Other HOA Secretary responsibilities include giving proper notice of all meetings, recording all meeting minutes, and distributing all essential documentation to the other board members. Another key function of the role of Secretary is to review all official documents in an effort to ensure a continually updated record.
Treasurer
The HOA Treasurer is responsible for all of the association’s funds and the disbursement of those funds. The main role of the HOA Treasurer is to keep a detailed record of current funds and all transactions sanctioned by the association. This includes billing, operational costs, and the collection and allocation of funds.
They are also in charge of creating the annual budget and maintaining the right reserve level for any unplanned expenses, making any approved investments, and filing the annual taxes.
As for other HOA Treasurer responsibilities, they must keep other Board members informed of the association’s financial status and any discrepancies within the records. They must also comply with all laws and regulations that dictate the proper financial operations of the HOA.
Organizational skills are once again a key trait. Since the Treasurer’s duties usually involve money management, being good with numbers and finances is another good quality to have, as is accurate record keeping.

President Drew Nagle

My name is Drew Nagle, and I moved to Crystal Cove with my wife Tracy in December 2020, a challenging time as it was in the middle of the pandemic. I had been a lifelong resident of Maryland and had a long-time desire to be a Floridian. For 8 consecutive years, Tracy and I spent a week each March exploring different cites across Florida to focus on finding our forever home. We are so glad to be residents of Lutz and have already made many friends here.
I am a lubrication engineer for Castrol and have held several positions with them in my 36-year career. We spent our previous 13 years in a beautiful historic community of 110 homes in Hunt Valley, MD, where I served as HOA president for 8 years. I look forward to productively serving this community going forward.
Vice President Shari LeVine
Hello Neighbors!

My name is Shari LeVine and I live at 17804 Crystal Cove Place with my husband Tom. We bought our home in December 2001, so we are going on 23 years living here. We absolutely love our home and neighborhood, and we are so thankful to have raised our three children here. My only “baby” left at home is our adorable Shih-Tzu Molly. You may see us walking the neighborhood before I head to Fit Body Boot Camp in the mornings. We have quite a few neighbors enjoying their membership there!
For work, I am employed as a VP of Operations for a residential multifamily property management company. I oversee 17 “Class-A” apartment communities throughout the state. I work from home but also travel quite often. I’ve been in this industry for 30 years, so I’m hopeful that my relevant knowledge of Property Management and Florida Real Estate Laws will be helpful in serving our community.
Secretary Linda DeVore

Hi, I’m Linda, here at 17718 Crystal Cove Place. I’ve been Secretary for the Board for 5 years. My career began as a college English teacher for 25 years before starting a freelance online copyediting business.
My husband Jim and I built our house here in 1999, with two grown sons still at home. It wouldn’t be long before both Joey and Scott would marry and move out, with Scott going all the way to NYC. He’s back now, he and Amy having brought their baby home to meet Jim days before he passed in 2011. Jim was Treasurer on the Board at the time. All my sons live nearby, which is a blessing to me. My oldest, Brian, lives with me. If you occasionally see a Hillsborough County Deputy car out front, I’m not in trouble. That’s son Joey dropping by.
Most of you know me as someone usually working in my yard, because I do love gardening, though it’s hard to keep up these days for a few reasons. I have many other interests, including watercolor painting, Bible journaling, cardmaking, web design, and copyediting.
Treasurer Ben McDonald
Ben chooses not to be a Board member but is an Association officer who previously served on another Board as Treasurer. He and his wife have lived in Crystal Cove many years, offering their friendly help to others. Ben is a valuable member of our group.
In Memoriam, Our Friend, Jed Varanelli

Jed served too short a term as our Vice President, and we appreciated his wit and legal mind in our Board meetings and informal conversations. He will be sorely missed.
